The IR1835 and IR8340 support full Next generation firewall capabilities including IPS/IDS , app-aware firewalls , URL filtering , application malware and DNS queries . they dont see to be IEC certified - but have T101/104 , SCADA capabilities
how are you connecting it to your service provider ? do you have cellular or rj45 connection ? can you pls provide more details on what you are trying to do ?

pls try the following:
1. Give vlan an IP of 192.168.2.1/24 - assign vlan to a Fastethernet port
2. configure a user / password with privilige 15
3. configure - ip http server ( you can disable ip http secure server if needed )
