I was using ASA 9.3(1) and ASDM7.3(1) without problem.
I uploaded ASA9.9(2) and ASDM 7.9(2) to the ASA5512-x through ASDM and reload the device successfully.

I did a work around.
I tried to run dm-launcher.msi on an old W2003 server and it did create folder and files on the destination location. I then copied all files to my W7 computers and it worked.
