I did not receive a prompt to accept an EULA when I installed the *.lic file on the controller. The GUI simply reported that the operation was successful.

Unless I'm missing it, the license file does not appear in the GUI. I go to Management/Software Activation...

I accepted an EULA when the license (*.lic) file was generated on the website. The controller did not ask me to accept an EULA (per step 4 of the procedure you sent).
Any other ideas?
