please how i can set download and upload speed to all user in my network ( like 23kb to user and the same to upload ) by using cisco asa 5540 firewallthankssss

i want to create a private vlan in switch 2960 >no body can access to it and no sharing file between this vlan and anther please help me by steps

i have switch 2960 and i format switch flash (there is no ios in switch only some command like copy boot (IFS) Commands. no user mode privilege mode . help me to restore ios ( i want to copy ios to flash in switch )
