How is Encryption in Transit and Encryption at Rest implemented within UCS?

OMB Circular A-130 Appendix III requires Federal Agencies to encrypt data at rest and in transit. Has anyone met this mandate using UCS? If so, how was encryption in transit and encryption at rest implemented in UCS?Regards,Ed
