You can run Meraki SM without any other parts of Meraki.Obviously you get some extra benefits and features that for example help you enroll devices easier, but never the less its still not mandatory.

As far as I know nobody can unclaim or remove devices from organization they don't have access to. Not even support.Therefore for example the market of second hand Meraki gear is a mess. And so it should be imho.You are pretty much out of luck.

What ever Valicert.com is, it sure looks sketchy looking from Umbrella.
