Did you find a resolution to this? I have this problem as well.
I also applied the cop file

I also applied the cop file to 9.0.2 where we were still using the Historical Reporting Client (HRC). We were getting "A runtime error has occured while executing the query" when running agent reports. Seems to have resolved the issue there as well.

It isn't disruptive except to reporting. Servers don't have to be restarted. Only the service.

Yes....there is a cop file

Yes....there is a cop file TAC just provided to me. They turned sev 3 around in 15 min with an email including the readme and the cop file.
