Early PAK licenses can be converted to smart licenses, PAK is node/device lock mode. Therefore, it also means that the early switches can support smart license after upgrading to Cisco IOS® XE 17.3.2/17.4.1, which means that there is no regional restriction.

Just like the above answers, there are no regional restrictions on the use of the smart license.
One of the major advantage of smart license is flexibility, your software is not node-locked to your hardware, so you can easily use and transfer licenses as needed.
Depending on the product family, the First Smart Licensing Using Policy Version is different.
Abou the N9000 switch, the minimum required Cisco NX-OS Version is Cisco NX-OS Release 10.2(1)F.
