请问RIP协议属于OSI模型的哪一层协议

最近第三次温故NP阶段的路由知识，遇到了一个问题，RIP协议属于OSI模型的哪一层协议，有同事解释如果网络路由转发上来讲应该是网络层,但是从应用上来讲说是应用层。现在有些疑惑，求解答

They are layer 3 protocols
That a routing protocol runs over particular transport mechanism does not mean that the routing protocol is of layer (N+1) if the transport mechanism is of layer (N). Routing protocols, according to the OSI_Routing_framework, are layer management protocols for the network layer, regardless of their transport mechanism.

regardless of their transport mechanism，应该是重点，如果去深究传输机制，OSI层根本就分不开了吧

IS-IS应该是完全属于 网络层吧。讨论一下
