Choosing between Routed Interface | SVI | Sub-Interface for a L3OUt interface

Routed Interface Advantages

  • You get the full 10G/25G/100G bandwidth for a single connecting subnet

Routed Interface Disadvantages

  • If you choose a routed interface, the other end must also be a routed interface, assuming they are directly connected.
  • Routed interfaces do not support VLAN traffic
  • All traffic is untagged

SVI | Sub-Interface Advantages

  • Both interface types support VLANs, allowing multiple subnets to traverse the link
    • This can be useful for a multi-tenanted situation where tenants share a L3Out

Sub-Interface Disadvantages

  • If the remote router/firewall is connected via VPC, you can't use sub-interfaces. You have to use SVI Interfaces

Usage Guidelines 

If the remote device is sending untagged traffic, use a routed interface. In all other cases, a SVI interface is the better and more flexible option.

Disclaimer

This is my limited and humble opinion.  There MAY be more options for rate-limiting if using sub-interfaces. I haven't explored this option.
