So I am aware that on the ACE appliance the arp cache "encap" limit is 32767 entries.
My question is how does the ACE handle more connections the 32767 at one time ?
I could see a time when our various websites combined have more the 32767 simultaneous visitors.

Loos like you get confused with L2 and L3.
If every device is directly connected to the ACE, then the concurrent connection limit should be similar or less than the encap limit. (i.e. every device is connected in layer2 from the ACE's perspective) but this is not common practice.

Ok let me put this another way. Currently our ACE has about 30000 entries in the arp cache. What happens when the limit of 32767 is exceeded ?

I guess it will be like in every other switch...the packets will be flooded. the rest will be FIFO. if an entry ages out, the table will be filled up again.
