CSS 11503: DNS Sticky fialure

I have implemented DNS Sticky for my GSLB. The DNS Sticky doesn't work well because some requests are sent to the server which has no session. How works the hash algorithm ? Should I configure both CSS with identical statements, I mean the number of A-Record in both configuration must be same ?

Any suggestions !!!!!

this documents says the hash is based on src ip.

So, the number of A records for different names should not matter.
