Can WAAS cache HTTP without a peer device, or does it require all Internet traffic to be on the end of another WAVE appliance in order to cache. In other words, can it act like a web caching proxy ?

Mike,
WAAS is not a web caching device and it cannot act as a web caching proxy. Yes WAAS can only optimize if there is another WAVE appliance on the other end of the path.
