IE and SSL session ID problems?

Wondering if there is any definitive answer as to what versions of IE and/or OS has the issue of renegotiating the session?

The only link I have found on MS make it sound like an "old" issue.

I dont think there is any other solution other than the one given in the link. All the versions of IE have this issue and there is no workaround as of now.
