Is there a way to prioritize HTTP traffic to certain sites? I would like traffic to www.whatever.com to be preferred over all other traffic.

sorry but where do you want to do this ?
Is it when traffic is flowing through your network ?
Is it on a CSS itself ?
If this is when packets are going through your network, you need to
apply some QoS and some traffic marking that the CSS can't do.
On the CSS itself, there is no way to prioritize but anyway, I don't see the benefit of doing it there.

I would like to do it before the traffic leaves my site for the Internet. I would like to do it on a CSS or on a CE.

On the CSS there is no way of doing this.
On the CE, you can create a rule like this :
rule dscp server set-dscp
