I have recently discovered that the management interface on the SCM module of the CSS 11800 has an out-of-band address. This seems to imply that a client trying to telnet into the device via this interface needs to be on the same subnet. Is there any way of configuring the device to allow access via a remote subnet? It is possible to use NAT to overcome this with telnet, but this is not an available option for remote management using SNMP. Any suggestions much appreciated.

yes, it does need to be on the same subnet.
It would be AWESOME if this would change in a future release of the OS though.

Why dont you VLAN off one of the (spare) ethernet interfaces and apply ACL's accordingly
This works well and gets around this 'lil loophole
