I am having trouble getting the WebNS interface on an 11503 to work. I have configured a mgmt interface and can telnet to and manage the switch via this interface, and have done the no restrict web-mgmt but I cannot access the device from a browser

What URL are you requesting? Don't forget it is https://cssaddress.

Have you put any access lists on that may be in the way?

I have the same problem

and has nothing to do with Granny....

It has to do that you have to download another piece of software and installed it on CSS if u are using version 8.1x....

Douwnload CVDM-CSS-1.0.zip and install on the switch by using

install-gui command on the CSS....make sure the ftp record is include in the config and your ftp server is running before installation.
