3850 switches GRE Tunnels IOS-XE CSCuw19798

Despite what is stated in the bug tracker CSCuw19798 is *not* fixed in IOS-XE 3.6.5E  From the release notes on 3.6.5E they don't seem aware they are even affected by this bug. It is not fixed in 3.6.6E either.

Went to upgrade 3850 T stack with 3.6.8 latest recommended goldstar and GRE tunnel command disappeared and crashed backup member into ROMMOM mode.

Went to enter   int tun 0 command and received message gre no configurable by user in wan, or underneath vlan. Had to revert back to 3.07.2 which worked.
