Cisco Jabber hangs on Chat Reply when calls come in

Hi all, 

I have a problem with Cisco Jabber 11.7.1 and CUCM 11.5.1 - the user has no voice mail and on the line e is no voicemail profile configured. 

So if the user gets an call, he sees only Answer and Chat-reply Button, which is correct, but if he clicks on Chat-reply the Jabber hangs, the calls goes on with ringing and the user can't answer the call anymore. 

If I get the User an Voicemail Profile,  he gets the Answer and Decline Button, but if he presses Decline the Call is send to Unity and because the user has no Voice mail,  the Standard Unity will be played. 

Has anyone an idea,  how to solve this?
