Clarification of bug CSCuz72137 (ASA dropping packets with "novalid adjacency" though valid ARP entry avail)

The details of the bug are not adequate and do not clearly state whether this bug only affects ASAs that are configured with dynamic routing protocols or if it can/will happen in all scenarios.  Please clarify.

Just caught this bug on ASA5525 9.8(1).

We don't have any dynamic routing protocols configured there and the symptoms for us were random disconnections in TCP sessions that goes through this ASA.

I saw lots of drops due to the 'no-adjacency' reason in the output of 'sh asp drop'.

The problem was resolved after upgrade to 9.12(3)9.
