I was using the router's IOS DNS Server as the primary DNS for the CUCM. Unfortunately the router's DNS resolution slow response time caused this Paging Server:
Unable to build recipient groups: java.lang.Exception: Unable to get Communications Manager cluster table information from SNMP in cluster
The solution was to SSH into the CUCM and change the primary DNS Server to the Active Directory DNS Server.
