IPv6 Crypto IKEv2 SA

I am getting above error and crypto is stuck in IN-NEG. I tried the workaround(clear crypto ikev2 sa psh <;index>) but it is not working. 

My router IOS version is 15.4(1r)T1 and model number is C891F-K9
