I suspect this issue may be what is causing a problem we're seeing. Looking for more details about how WSA handles these requests, something more than just "HTTP PATCH request does not work."
What happens to PATCH requests? Do they get blocked completely? Or do they get transformed in some way, so that the server still receives the request in a different form?
