I'm a little confused looking at the bug details as it says that 15.5(3)S3 is a known affected release, however the workaround given is to downgrade to 3.16.3S which equates to 15.5(3)S3. I downgraded to 3.16.3S and the issue does not seem to be present. whereas it definitely is in 3.16.4aS and 3.16.4bS.
