We are on 16.6.2 and this is still affecting us. We had to disable DHCP snooping otherwise no client machines could get IPs. The issue is listed as fixed in 16.6.2 but I have to differ.

Should be fixed in 16.6.4, but after installing this version yesterday we still get the same issue with DHCP snooping enabled.
