I've experienced the same.
Reboot does not help, removing power plug is required.
Later on I've seen the opposite: Power is not stopped.
sh power inline -> no device on this port but data link up.
power inline never -> nothing in the log, device still powered up and operating.
Short cable with no external power source around, so power must be coming from the 2960X.
