hello, regarding the problem above, Is it possible that problem was caused the SFP or the problem in caused the neighbors's equipment ?

Symptom:
Syslog from VIC (like below) does NOT get emitted some times when an interface goes down.
Example: Following syslog should get emitted when link goes down due to remote-fault
