Have the same issue with software version 17.03.03

bgp listen range X.X.X.X/24 peer-group GROUP

!

address-family ipv4 mdt

neighbor GROUP activate

% Activation failed : configure "bgp listener range" before activating peergroup

Works fine with VPNv4 and VPNv6 unicast

We have the same issue with address-family l2vpn evpn

C9k-2(config-router)# address-family l2vpn evpn
C9k-2(config-router-af)# neighbor PEER send-community both
C9k-2(config-router-af)# neighbor PEER route-reflector-client
C9k-2(config-router-af)# neighbor PEER activate
% Activation failed : configure "bgp listener range" before activating peergroup

I can confirm this is resolved in Dublin Version 17.12.4a
