The Problem still seem to exist in 17.3.1. Sometimes between dhcp packets expires few seconds sometimes almost a minute.

Same experience on my side.
DHCP service is unreliable since we upgraded to stackwise virtuel with c9500 switches (16.12.4 "MD").
DHCP response is between seconds and MINUTES !
