any work arounds to this?
Miss leading to our clients for password reset, its telling them 14 which is the default domain Policy but our FGPP has 16.

The bug you have run into is CSCvt91693 (as you identified in the title, which I only saw after I provided this answer!)
Don't believe there is a fix for it yet (at least, not that I have seen). Editing your own internal user docs to let admins know is possibly the only way to get around it until Cisco releases a proper fix.
