Hi Dear Cisco Support I am using Virtual ESA Ver. 13.5.2-036 but this problem still exist & not fixed & it seems that, there should be some other reason for it.
We had the same mysterious issue and fixed it by changing our HTTPS Proxy Server (in Security Services -> Service Updates) from https://proxyserver.com to http://proxyserver.com ... so both the setting for HTTP and HTTPS proxy server were prefixed with http:// (no s's)
