CSCvu89316 - Certificate Enrollment Service to be removed from UCM subscribers GUI

In CUCM v12.5 SU3, we have stopped this service, although we try to start it manually, it always returns to NOT RUNNING.

As data we only have one node in this case CUCM PUB.

any idea how to start the service?

Anyone knows what might be causing this issue and has a solution?  I am 12.5 SU4.  Thanks.
