I have recent issues related to this. My customer EPNM version is 5.1.3.1. The issue was fix by this patch file:
CSCwb07385-smart-lic-fix.tgz
[root@epnm01 sftp]# sudo su prime -c "tar -C /opt/CSCOlumos/licenses -xvf ~scpuser/CSCwb07385-smart-lic-fix.tgz"
call_home_ca
ios_core.p7b
then from EPNM GUI, re-register again the EPNM into Cisco Smart Licensing.
