Most likely never. This bug ID has a Status of "Terminated", which means that someone in the responsible Business Unit (BU) made the decision to not fix this issue.
From the CDETS Description:
"Workaround: None, beyond end users having to close the SAML popup that opens based on the behavior from the previous time the customer connected to the headend (when "RestrictPreferenceCaching" is set to "All")."
You can escalate this decision to terminate this bug through your Cisco account team, but you are not likely to get results unless you can tie its resolution to a large impending purchase.
