CSCwh97991 - ENH to add support for Linux ARM64 Packages

Looks like this was first started back in 2023.

Lots of folks use Raspberry Pi's and BeagleBoards/BeagleBones (and other platforms) to run Linux on ARM64 to do automated testing, prototyping etc..  Therefore I would think there would be more of a use case to have CSC run on ARM64 than Windows but I guess I'm wrong.  It would be extremely helpful for us though.
