After running into this issue on 7.9.21, we were advised to issue the command: process restart hvic_3 The result yielded "On node 0/RP0/CPU0...Unable to restart the process, No such process". It required running restart hvic_3 location 0/0/CPU0 which worked with no errors.
The symptoms were only syslog messages. In our case, the hvic_3 messages looked like: syslog_dev[119]: hvic_3[325] PID-8204: Memdbg failure in process hvic_3 (8178): Rlimit exceeded: current usage 314566490, limit 314572800, last allocation 7376
Those stopped after 22 minutes then switched to a rolling series of log messages similar to this: sysdb_svr_local[320]: %SYSDB-SYSDB-6-TIMEOUT_EDM : EDM request for 'oper/pm/dwdm/if/dwdm0_0_0_14/prev/15min/optics/' from 'pm_collector' (jid 244, node 0/RP0/CPU0). No response from 'pm_ma' (jid 191, node 0/0/CPU0) within the timeout period (100 seconds)
