Can't run offline copy of CCNA Exploration theory material as standard user

I apologise for the vagueness of the title, here's some screenshots to somewhat clarify what I mean.

Ok, so I'm deploying an image through a classroom I and some fellow students are studying in. I installed the offline CCNA material on it, because this image isn't supposed to have Internet access required to read it online.

It works fine when logged in as Admin, on both IE9 and Firefox. However, the students don't have administrator access to the PCs, and for some reason this prevents them from opening the files properly. It either shows just the "Show Accessible theme" hyperlink at the top, which links to a barely functional version of the material, or shows the index page as normal but fails to launch the course with no error message or anything.

Does anyone know why this happens, or how to fix it? Thanks.

check with your systems admin. maybe you have a GPO preventing the application from being opened.

No, I created this image from scratch. There's no GPO blocking it.
