Cisco CLI Analyzer does not start on Server 2016. How to trobleshoot

Hello, we have jump box running Server 2016. The most up to date CLI analyser from Cisco page (3.7.1) installs fine but then does not start.

The event log is clean and does not have any alerts. The server has endpoint security software, and it does not report any blocks. Please advise if there is a log file or steps I can use to get closer to the resolution.
