Install error on Windows Server 2008R2

Hi, we have 4 Windows jump-hosts. The tool installed well on 2 of them and not on the other 2.  One of them was an upgrade, one a clean install.

It installs fine, but when we run it it pops up a screen momentarily then closes. No errors or records anywhere.
