I bought CISCO IP phone from a local distributor, and I want to activate Smart Net on it, but I want to know if it has been sold before or is it new? Is there a site I can inquire about this device and the end user using the serial number?

Provide all the phone's serial number to the Cisco Account Manager/SE/PSS and ask them.
However, if the phones were purchased "used" and it is currently used in a government environment, I would consider that network to be "compromised".
