CP-8831 Conference phone

It is important to keep all responses to apply only to the CP-8831 conference phone, no others. I have come to find that even though the 8831 is specifically designed to be a conference phone, it only allows 1 external call at any given time to be part of the conference. My understanding is, the 8831 will place up to 6 external calls and hold them but only allows 1 of those 6 at any given time during the conference, all others are held on hold. It seems odd to me that a phone that is designed for "conference" lacks the ability to conference in only one call. Some responders have indicated that the system is not properly configured. I can make the first call it works fine. When I place the second call, the first call is put on hold and the second call is placed. After the second call has been placed and I try to conference in the first call, the respons I get on the display is "unable to set up conference". If the phone or the CUCM record is not configured correctly I am looking for a bone on how to do that. However, if this is merely not possible on this phone type I am looking for verification of that. Your thoughts are appreciated, Thank you!

the phone itself does not host the conference?!
it is your CUCM system that needs to provide the conference service where multiple external connections can join the conference.

the phone's "conference" function is to supply audio to and from multiple persons in the same room (omnidirectional audio)
it also provides daisy-chaining to connect multiple audio-devices for use in larger conference rooms
