The Catalyst 3560 Series come with a E-LLW. As far as I understand, there is no SW Download included here.
Do our customers have to buy a maintenance contract for SW Downloads? Do all Cisco partners have the same possibilities for such a maintenance contract and the same prices (PSS vs. Smartnet)?

Yes. A valid Cisco Service Contract is required to download IOS on a per-appliance basis. For short, let say there are 10 3650 appliances. You need to purchase 10 Service Contracts to be allowed to download and upgrade the IOS.
The Catalyst 3560 Series come with a E-LLW.
Be very careful when dealing with Cisco's E-LLW. Read the details about the E-LLW. When an appliance fails and E-LLW is invoked, you will not be guaranteed immediate parts replacement only AFTER 10 business days.
Another thing is Cisco Entitlements Team & Cisco Logistics Team have a difficult time understanding the concepts around LLW/E-LLW so be prepared to spend time arguing with them.

Is this Servcie Contracts a SmartNet or a Partner Self Support (PSS)? What is key for obtaining PSS as a Cisco Partner towards the customer?
