Catalyst C8500L-8S4X downgrade

Hello all,

Long story short, customer want's to migrate a pair of ISR 4451 to  C8500. They have multiple policy based vpn with crypto maps. The new boxes were shipped witg ios xe 17.06.01a and based on this doc :

• Crypto maps are not supported. -------> that looks like a problem.

I decided to downgrade to 17.03.X and I used the standart way . 

Copy new IOS to flash and command :

boot system bootflash: "new-ios-17.03.X" 

save config and reload , but it looks like it's not booting.

Do I miss something with these new boxes ?
