Cisco ASA context - snmp works only in standby

Hello,
we have Cisco ASA 9.16(3)19. Hardware is FPR-2130.
Firewalls are in active/standby mode. They have admin context and TEST context. SNMP configuration is the same. We receive SNMP packets in both contexts.

For admin context, the SNMP is working in active and stanby firewall.
For the TEST context, its working only in standby firewall.

Can please someone help and tell us why the SNMP is not working in the active TEST context?
