Errror installing Small Business Office Manager - Storage Control Blocks

I'm unable to install Cisco Small Business Office Manager 2. I've tried multiple PC's.  The error occurs when it is "Installing Air Application."  The error is:

Installing Air App:ResultCode(7): The storage control blocks were destroyed. Aborting Install.

I've downloaded several times, so I don't believe the install file is corrupt. I also tried installed Adobe Air stand alone from Adobe, and that installs fine.

I also have the same problem. I attempted to install the Cisco Small Business Office Manager 2 on Windows 10, Windows 7 64 bit, and Windows XP. All had the same exact error.
