I have two FMC 1600's that are set up in HA and I want to replace the Primary device. I have switched the peer roles successfully so that the local now says "Standby-Primary" and the remote says "Active-Secondary". Is there a way to make the remote "Active-Primary", or is that even necessary to swap out the primary device?

Same you need to config new active FMC as primary.
Note this not effect' primary secondary only effect when both FMC power on in same time it help to elect one as active.

I'm not doing HA between two FTD's, I'm doing it between two FMC's. Does this answer still apply? Do I just remove the old primary FMC and add a new FMC as the primary?
