How do I get to the web interface?

I'm trying to do a project that involves a switch and I can't even get to the web interface to sign into it. I have it plugged into a laptop and I reset it so the green light is flashing but I have absolutely no idea what to do to get to the Cisco site. The 192.168.1.254 ip address isn't working when I type it into the search bar too. I wanted to do port mirroring and I'm pretty sure that I don't need a router to do this either. I just wanna know how I could get into the switch because it seems like nothing is working. It's an Sg200-26 switch, too. Is there something else that I need to change?

You don't tell what exactly happens when you try to go to the GUI. But there is one reason that could prevent it. As this device is quite outdated, your browser and the switch could have incompatible TLS settings. Could you configure the browser to accept TLS 1.0 and try again to access the device with https?
