ISR 4331 router upgrade issue

I have two ISR4331 routers, their currently version are IOS XE 16.6.7, ROMMON 16.7(3r).
I want to upgrade these to IOS XE 17.9.3a.
If I choose install mode, command is 「install add file bootflash:/...17.09.03a...bin active commit」, in upgrade process, it is fine, not any error.
But they finished reload, two ISR4331 version still 16.6.7.

If I choose bundle mode, command is「
no boot system flash bootflash:/...16.6.7....bin
boot system flash bootflash:/...17.9.3a....bin
do write
do reload
」
Finished reload, two ISR4431 version are 17.9.3a.
So I don't know why install mode has not working?

with bundle mode does the ROMMON is updated also?

Because from 16.6.X to 17.X.X  you need the "latest" ROMMON version: 16.12(2r).

Try upgrade ROMMON before trying install mode from 16.6.7 to 17.9.3a.
