Not be able to boot ISR 4321 (flash or rommon)

I have ISR 4321 and not be able to boot from flash and not be able to enter rommon

I had received this message:

PASSWORD RECOVERY IS DISABLED.
Do you want to reset the router to the factory default

no valid BOOT image found
Final autoboot attempt from default boot device...

and restart again and come back to show the same message

I have Cisco ISR 4321.

Someone put command (no password recovery)

That command will be disable access to rommon.

The only solution erase flash, and upload new IOS.

But how can you erase or upload and rommon out of access?

One step before upload new IOS.

Add rommon monitor image to router.

This step important but how?

Yes, we know someone disabled password recovery. 

The options are: 

1.  Do you know the enable password or not? 

2.  Do you have another 4321 or not? 

3.  If "no" to #1 and #2, then contact Cisco TAC and organize for an RMA.

I didn't have enable password.

Of course I have another router ISR 4321.
