What is the process to get recommended ios version for multiple cisco routers and switches models

Do you have devices already? have you made selection of exact switch/router that will do the job?

in other words, you asking should we upgrade IOS software for this x and y ?

That will depend entirely on the models.

Assuming that you have already appropriate devices and models to do the job,  go to product download pages

You should see 3 columns: device type (sw or router), type, and model, Navigate to find your exact model of device. Choose version of device; choose IOS. On the left side, you should see Suggested with a Star, the latest release of software, and All releases.  The latest is not always the best or not tested, I would go with "suggested"
